The Freedom Trail Versatile 3-in-1 Jacket will let them choose just how much weather protection they get.

It comprises a waterproof outer jacket with a removable inner fleece jacket, so they can wear the fleece as a light summer jacket, the outer as a waterproof shell, or both together to provide a warm and cosy shield from cold, wet conditions.
